Since 2011, the trend of capital decline and labor bias has increased. The slowdown in TFP growth is due to the region’s manufacturing divisions and the development patterns. The theory and econometrics analyze the effect of capital bias, labor bias enhancement and the expanded industrial heterogeneity on the growth rate of TFP in the Yangtze River Delta manufacturing industry. The independent innovation of technological progress, intermediate products innovation and the intensive industry featuring highly skilled labors should be the focus and breakthrough of the transformation and upgrading of the Yangtze River Delta manufacturing industry. The relevant policy is to give full play to and take advantage of the scientific and educational advantages of the Yangtze River Delta regions.
