• 藏缅语前置辅音的类型与共性

• 中国少数民族语言文字信息处理的进展

The legal agricultural water right should be defined as usufructuary right, and the restriction of its transaction should be clarified according to the rule that “the prior water right holder has the right to transfer the subsequent water right, and the latter water right holder is not allowed to transfer the prior water right in principle”. Non-saving legal agricultural water rights do not allow “reverse trading”, but allow “forward trading”, while saving legal agricultural water rights allow “forward and reverse trading”. The “reverse transaction” contract of non-saving legal agricultural water right should be invalid according to article 153 (2) of Civil Code because it damages the public interest. A “forward transaction” contract shall be deemed valid if it represents the true intention of the parties. The summary of practical experience indicates that various four approaches in different jurisdictions have been formed, inter alia, “accounts designated and managed by the court of trial”, the “compensation paid to the state treasury”, the “compensation paid to a special account managed by the government environmental protection bureau”, and the “compensation paid to a third-party's special fund account”. The first three approaches are directly operated by public authorities. But the fulfillment of environmental public interest litigation purposes, the relieving of the damaged environmental public interest, and the normative purpose of civil public interest litigation, such as absorbing the dissatisfaction of the public, cannot be achieved in a balanced way. In order to realize the value expectations and normative expectations of environmental public interest litigation, it is proposed to analyze the above-mentioned practical experience, to absorb the nutrition of comparative law, and to construct the rule system regarding the management and the use of the damages compensation ruled in environment public interest litigations. This article proposes that, on the basis of the experience of the fourth approach, the environmental damages compensation and restoration fund management model led by the government but with the operation of third-party professional institutions should be established. The results show that the development of digital finance can essentially promote the upgrading of industrial structure, and it is also found that the using depth of digital finance has an inverted U-shaped relationship with the upgrading of industrial structure. Through heterogeneity analysis, it is found that the promoting effect of digital finance on industrial structure upgrading depends on regional characteristics; From the perspective of the path mechanism, digital finance can promote industrial structure upgrading on the “supply side” by strengthening enterprise technology innovation. Digital finance can push back the upgrading of industrial structure on the “demand side” by raising the consumption level and stimulating consumption upgrade. Further analysis shows that reasonable effective government regulation is also the key to realizing the development of digital finance and the upgrading of industrial structure. At the same time, it is also found that the development of digital finance in China can alleviate the Baumol's disease. Based on the panel data of China's cities at the prefecture level and above from 2003 to 2019, this paper examines the relationship between financial agglomeration and regional economic resilience. The research finds that, under different industrial structure levels, financial agglomeration has different promoting effects on regional economic resilience, and there are nonlinear relationship characteristics of double threshold effect and diminishing marginal effect. At the same time, there are certain differences in this impact between regions. Only when the degree of financial agglomeration is compatible with the level of the industrial structure can it contribute to the improvement of regional economic resilience. In the process of institutional change for more than 40 years, with reform and opening up and the 18th National Congress of the Communist Party of China as key nodes, the evolution characteristics of “from zero to one” and “intensive adjustment” have been presented respectively. The combination superposition of environment, structure and actors at different stages and their roles jointly shape the results of asymptotic change of China's environmental management system. Openness of the external environment, matching degree of institutional structure and concept cognition of actors provide the prerequisites, fundamental driving force and basic direction for this change respectively, forming the occurrence mechanism of China's environmental management system change. Further, the root of institutional change is that the old institutional arrangements cannot adapt to the changes of the external environment, so as to affect the legitimacy of the institution itself. The necessary condition is the adjustment of power relations between subjects. On this basis, the conceptual cognition of key actors can play a direct driving role.
