  • 从华人移民看海外汉语方言的传播与发展

As the largest immigrant group in the world, the flow of Chinese immigrants has laid the global distribution pattern of Chinese dialects and played a key role in the transmission and development of Chinese. However, the existing research rarely discusses the transmission and development of overseas Chinese dialects from the perspective of Chinese immigrants. In particular, there is a lack of systematic research on how Chinese immigrants promote the formation of overseas Chinese dialect communities and how they affect the competitiveness of overseas Chinese dialects and their inheritance and development. Based on the first-hand materials obtained from overseas fieldwork over the years, this paper comprehensively sorts out the internal relationship between Chinese immigrants and the transmission and development of overseas Chinese dialects, and examines the competitiveness of Chinese dialects in overseas Chinese communities. The study found that the “immigration in batch mode” and “immigration in scattered type” in different periods jointly promoted the formation of new and old overseas Chinese communities on five continents in modern and contemporary times, and then created three different competitive types of overseas Chinese dialects in the Chinese community, namely, “one-of-a-kind” type, “evenly matched” type, and “wane and wax” type. In addition, this paper also makes a brief analysis of the mother tongue characteristics of the new immigrant groups in the new era, and points out that after the new immigrants of “no dialect” enter the traditional overseas Chinese community, they gradually change the current situation of the Chinese dialect cultural landscape in the old Chinese community. Based on this, some suggestions are put forward to stimulate the vitality of overseas Chinese dialects and save endangered overseas Chinese dialects. Compared with previous studies, this paper makes a deep expansion from the following two aspects: First, from the perspective of Chinese immigrants, this paper analyzes the competitiveness of Chinese dialects within overseas Chinese communities, and puts forward three development types of overseas Chinese dialects based on facts. Second, based on the language status of the overseas Chinese community, this paper further explores the inheritance and development of overseas Chinese dialects. The research of this paper reflects the linguistic and cultural landscape of overseas Chinese community to a certain extent. Generally speaking, the Chinese dialect and culture of overseas Chinese communities have become a form of multiculturalism in the host countries, and it is also the most direct and important window for non-Chinese groups to understand China. In China's efforts to enhance the global influence of Chinese culture, we should realize that the Chinese dialect and culture of overseas Chinese communities are forces that cannot be underestimated. In the context of the new era, strengthening the power of overseas Chinese dialect communities can effectively improve the influence of Chinese culture's external communication, and thus better serve the country's strategic development.   • 硬新闻评价句的论证型评价模式与构式特征——以“可想而知”构式评价句为例

Previous studies have mainly focused on the semantic and grammatical features of constructions in the spoken language and general language, and the emergence process of constructions, as well as the individual modality and emotional evaluation expressed by constructions. Relatively less attention is paid to the construction sentences in the highly formal written style and the objective and rational evaluation expressed. This article takes the evaluation sentence of Construction “Kexiangerzhi” commonly found in hard news as the research object. A total of 6638 effective corpora were collected from the CCL Corpus(Corpus of Center for Chinese linguistics PKU) and the People's Daily News Search Engine. By comprehensively applying research perspectives and methods from multiple disciplines, such as grammar construction, pragmatic logic, and systemic functional linguistics, the interaction between the language elements of construction evaluation sentences and argumentative evaluation models in hard news, the structural characteristics, evaluation function and the speaker's position of evaluation sentences are examined. The research results indicate that the evaluation mode of the sentence is argumentative evaluation, with the characteristics of evidence-based speech, reasonable analysis, orderly connection, and reasonable argument. Its demonstration process of evaluation conforms to the RSA evaluation model in pragmatic logic, which means the evaluation premise is acceptable, the evaluation premise is related to the evaluation conclusion, and the evaluation premise provides full support for the evaluation conclusion. The evaluation conclusion is objective and rational, reflecting the interactive subjectivity between the speaker and the reader. It also demonstrates the speaker's objective cognitive stance, neutral attitude stance, and formal style stance. The above characteristics are also the main reason why such evaluation sentences frequently express negative evaluations in hard news. The construction evaluation sentence studied in this article also reflects the close and complex interaction between the external communication environment of language and various internal elements of language, which can be summarized in three aspects: 1) The micro level refers to the internal interaction of the construction sentence. The higher the degree of abstraction of the subject, the more obvious the normalization of the predicate, and the more prominent the construction meaning; 2) At the meso level, it refers to the interaction between the evaluation premise and the evaluation conclusion. The subject of the evaluation conclusion sentence contains an anaphoric component to the person or thing described by the premise, and there is a logical inference relationship between the premise and the conclusion. The semantic interaction between the two is obvious; 3) At the macro level, it refers to the interaction between language style, grammar, pragmatics, and rhetoric. The evaluation and argumentation process of evaluation sentences reflects the interaction between hard news language style and pragmatic logic. The vocabulary and sentence structures in the evaluation premise and conclusion exhibit an objective, neutral, and formal speaker's stance. This study is based on a multidisciplinary interactive perspective, analyzing the expression and functional characteristics of evaluation language in specific language genres. Based on the strength and degree of influence, the copyright algorithmic enforcement can be divided into two types of practice: automatic notification-deletion and automatic censorship-filtering algorithmic enforcement. The copyright algorithmic enforcement has the characteristics of automation, fuzziness, and prevention. At present, the copyright algorithmic enforcement is faced with the triple dilemma of fairness, transparency and accountability, which has led to a legitimacy deficit in the governance of copyright algorithms. Based on this, in terms of the legal regulation mode of the implementation of copyright algorithms, we should not only prevent the populism of algorithm regulation, but also prevent the “technological determinism” of algorithm regulation. We should abandon the exclusive “unilateralism” regulation concept and strategy, take highlighting human subjectivity and defending human dignity as the fundamental value, and advocate the idea of compound algorithm governance of two-way interaction and multi subject collaboration. We should fully leverage the active role of multiple entities in algorithmic regulation, establish a legal regulatory framework system that integrates the entire process of copyright algorithm system design, deployment, and operation, and form a collaborative governance pattern of multiple entities in algorithmic governance. Unlike these EU countries, China's most digital enterprises situate within China, which is simultaneously a country of residence and a country of consumption, and the base erosion and profit shifting of multinational companies are not common. China should pay more attention to the mismatch between the strong profitability of the digital economy and its lower tax burden, the unfair taxation of the traditional economy and the digital economy, and the intensification of social differentiation. These problems stem from the fact that digital enterprises enjoy users' free digital labor and network effects to obtain excess profits, and digital enterprises are not restricted by traditional means of production and have more room for tax planning. China's corporate income tax law fails to adjust the economic differentiation and tax unfairness caused by the digital economy. Therefore, China's digital tax should be a tax on excess profits for digital companies, and should not be levied on the regular income of enterprises. However, highly sensitive and specific genetic information is of great importance to human dignity and urgently needs special institutional protection. Yet the current laws, which are abstract and generalized, lack pertinence and cannot fully meet the institutional needs of the protection of personal genetic information rights and interests and social practice. What is well known is that specialized legislation on genetic information is quite common in the practice of global rule of law. The supply of special systems can effectively promote the development of the genetic technology industry and the realization of China's national strategy for biotechnology. Therefore, special legislation must be fashioned to build a three-tier institutional system of the Civil Code, the Personal Information Protection Law, and the Genetic Information Law. In special legislation, the self-determination and security of genetic information privacy are prioritized, and mobile utilization is considered; genetic rights and interests of natural person are the foundation, and multiple interests are balanced; law and ethics govern together, and tolerance and responsibility are integrated. Furthermore, special legislation should be rooted in the types of genetic information, namely independently identifiable information, aggregated identifiable information, and non-identifiable (anonymous) information. Then the process-ability should be graded among strictly limited, partially limited, and highly free types. The core of the right to ethnic development is to ensure that ethnic members have the right to participate in, promote and enjoy their own economic, social, cultural, and political development without infringement and discrimination. This is a type of rights that can be reasonably justified based on the inherent relationship between ethnic groups and development rights. The concept of ethnic group is neutral, and it emphasizes the identity of different groups without value judgment, which renders the concept of ethnic group and the right to development an inherent relationship. Ethnic groups can be divided into voluntary ethnic groups and involuntary ethnic groups. Ethnic groups can be divided into voluntary ethnic groups and involuntary ethnic groups, and the differences in the formation of ethnic groups lead to the difference of relationships between different types of ethnic groups and gene. Non-voluntary ethnic groups usually have special genes that determine their continuation and development, while the continuation and development of voluntary ethnic groups, because of the mobility of their ethnic group members, depend more on the common human genes and the performance of individual characteristics of the gene. Repairing gene editing technology can be applied to ethnic groups to a limited extent, while enhanced gene editing technology has the risk of dispelling the identity of ethnic group members and needs to be banned at this stage. Experts have an increasing influence on government decisions both in national strategic choices, such as scientific and technological research and development, ecological protection and health, and in global governance actions, such as climate change, counter-terrorism security and sustainable development. An important topic of crisis management is how to strike a balance between administrative power and knowledge authority, and to fully utilize the role of experts in decision-making in crisis. The existing research has formed such paradigms as typology, constraint theory and path theory of expert function, which clarified the basic attributes, influencing factors and developing paths of expert function. However, the existing research has not established the logical relationship among the characteristics of decision-making in crisis, the ability of government decision-making in crisis, and the expert function, and has not formed a universal analytical framework for the expert function in decision-making in crisis. It can be said that the expert participation in decision-making in crisis remains a “black box”. A policy process to handle crisis problems is the essence of crisis decision by exporting public policies. The legitimacy of public policy itself is a key reflection of decision-making ability in crisis, and is also the basis of ensuring the smooth operation of the system and maintaining a good social order. This paper constructs a framework of the capacity gap of experts to participate in decision-making in crisis based on the practical experience and theoretical research. The earthquake-formed Tangjiashan Lake, the Wangjialing mine disaster rescue, the Shanghai Bund stampede and the Shanxi “Sticker” vaccine were chosen as the four different sorts of emergencies, by using a multi-case study methodology to illustrate the function and mechanism of experts in decision-making in crisis at length. According to the research, the participation of experts in decision-making in crisis embodies three functional mechanisms, which indicate the significant value of experts in decision-making in crisis. First of all, the role of policy interpretation, based on the procedural gap, embodies the dual mechanisms of legitimization and democratization, and explains the need for decision-making measures so as to ensure the validity of decision-making in crisis process. Secondly, the role of policy optimization, based on the scientific gap, promotes a clearer decision-making content and a more matched decision-making scheme. Thirdly, the role of public opinion guidance, based on the consensus gap, works as the public opinion buffer and the mechanism of propaganda mobilization, which guides the rational communication atmosphere, and promotes the awareness of crisis prevention. This study reveals the specific functional mechanism of experts' involvement in decision-making in crisis by combining normative argumentation and case study. It enriches the theoretical system of expert participation and crisis management, and provides a logical direction for comprehending the relationship between experts and government. As a characteristic factor of work, work cost-return imbalance has been confirmed to affect staff resilience. However, there are few literature on the resilience behavior mechanism of medical staff in the context of public health events. Especially, there is a lack of studies on the resilience of grassroots health workers in the context of epidemic prevention and control. Based on 769 survey data of grassroots health workers, this paper empirically analyzed the relationship between the imbalance of work cost-return and resilience of grassroots health workers in the context of major public health events. The results showed that the disequilibrium of work cost-return directly negatively affected resilience. Social support plays a positive mediating role in the relationship between work cost-return imbalance and resilience. Job risk perception plays a positive role in moderating the relationship between work cost-return imbalance and job resilience. That is, compared with low job risk perception, high job risk perception can mitigate the negative impact of the disequilibrium of work cost-return in epidemic prevention and control work on the resilience of grassroots medical staff to some extent. Compared with the existing studies, this paper expands in three aspects: First, it integrates the theory of cost-return imbalance and the theory of resilience, explores the work characteristic factors affecting the resilience of grassroots health workers, and expands the previous research on the mechanism of staff resilience behavior from a new perspective. The second is to reveal the protective role of social support in the process of work cost-return imbalance affecting the resilience of grassroots health workers, and propose suggestions to strengthen workplace support and social network construction to improve the resilience of medical staff in response to major public health events. Third, different from most previous studies, this paper found that job risk perception has a positive effect on the relationship between work cost-return imbalance and the resilience of grassroots health workers, reflecting the differentiation of job risk perception under different risk situations. That is, when the leverage ratio is less than 100%, the economic development level is positively correlated with its leverage ratio. There are contradictory phenomena in China's real economy: the leverage ratio of China's real sector was 147% in 2000, reached 227% in 2016, rose to 245.4% in the second quarter of 2019, and fell to 154.8% in 2021 in the non-financial sector. In contrast, China's total labor productivity was 12,566 yuan per person in 2000, and rose to 146,380 yuan per person in 2021. It can be seen from China's leverage ratio and total labor productivity that China's leverage ratio exceeds 100%. However, the increase of leverage ratio promotes the increase of total labor productivity in China, which challenges the existing theories and literature. The enterprise digital transformation explains the reason of the conflict between the development of China's real economy and the revised MM theory. Digital transformation will inevitably map to the capital structure of enterprises. Scholars find that digital transformation will increase the investment of enterprises through research, and finally digital transformation will improve the economic efficiency of manufacturing enterprises and also improve the leverage ratio of enterprises. Therefore, the relationship between China's leverage ratio and the economic efficiency of manufacturing enterprises is also in line with the revised MM theory, but digitalization will increase the investment of enterprises while giving enterprises new momentum, and eventually change the optimal leverage ratio of enterprises. However, whether the reality is consistent with the expectation needs to be further discussed from the theoretical and empirical perspectives. This paper uses the modified MM theory to analyze the relationship between leverage ratio and economic efficiency against the background of digital transformation. The paper has empirical tests based on WIOD database, Chinese industrial enterprise database and manufacturing listed company database. The results show that there is an “inverted U-shaped” relationship between leverage ratio and economic efficiency of manufacturing enterprises. When the digital transformation is not taken into account, the optimal leverage ratio of maximizing economic efficiency is relatively high. When digital transformation is taken into account, the optimal leverage ratio of maximizing economic efficiency is relatively low. The endogeneity between leverage ratio and economic efficiency will overestimate the leverage ratio. Compared with previous literatures, this paper expands in the following three aspects: First, in terms of research objects, this paper tries to explore the optimal leverage ratio A the condition of maximizing enterprise economic efficiency from the perspective of economic efficiency against the background of digital transformation, and analyzes the optimal leverage ratio under the condition of maximizing enterprise economic efficiency in different periods against the background of digital transformation, in order to provide theoretical basis for structural deleveraging. Second, in terms of research issues, this paper not only explores the relationship between leverage ratio and enterprise economic efficiency, but also focuses on the relationship between leverage ratio and enterprise economic efficiency from the perspective of digital transformation. Thirdly, in terms of research models, this paper attempts to use the system generalized moment estimation model to analyze the influence of leverage ratio on enterprise economic efficiency against the background of digital transformation, so as to avoid the deviation produced by other econometric models.
