This represents a great move for Guangdong to take the lead in reform and opening up and a strong support to its spearhead role in “forming a new pattern of all-round opening up.” The papersummarizes the development paths of main gateway cities worldwide and analyzes the basic local conditions in Nansha FTZby interpreting the term “a high-level gateway for opening up.” Then it proposes the overall objective of developing NanshaFTZ into a high-level gateway for opening up which is capable of distributing global resources in Guangdong and even in South China. In addition, it will define the functional positioning of Nansha FTZ as an international center for shipping, new trade, innovative finance and R&D innovation.
