The Pan-Asian Conference in New Delhi was nuanced, which was launched on the eve of India's independence. On the one hand, the National Government of China agreed to send the delegation to the conference because of not giving up Chinese influence in Asia. On the other hand, for the status of being Four Powers in the world, the National Government, without the intention to affect the global power partnership, decided to attend only in the form of “civil diplomacy”, and set the keynote as cultural exchange and civil fellowship to fade the conference's political complexion. The Chinese delegation followed instructions authorized by the Government to fully participate in the Pan-Asian Conference in New Delhi, discussed on many social issues with other Asian countries' representatives, and safeguarded China's sovereignty over Tibet by the civil way.
