In order to safeguard their own ruling rights and interests, the government of Macau and Portugal feigned to be neutral. The “neutral” policy of Macau and Portuguese government was deeply influenced by the western colonial tradition. It takes “safeguarding its own interests” as the highest criterion, which is hard to get rid of the behavioral logic of colonial rule.
