Secondly, the construction of the Greater Bay Area should combine China's modern economic system strategies and the strategic blueprint of “Belt and Road” Initiative, give full play to the significance of “one country, two systems” and construct the strategic pivot system of Guangdong-Hong Kong-Macao Area by means of a pattern of discrete system.
