Offshore financial innovation is the most important and arduous reform task for Hainan Free Trade Port's financial open innovation. Offshore financial business mainly includes three major businesses: offshore fund pool, offshore financial intermediary services and offshore financial risk management. At present, Hainan's financial industry is small in scale, low in levels of marketization and innovation, lack of financial talents and lack of support from central supporting policies. Hainan is expected to build the RMB offshore asset trading center, build offshore financial accounts, and build a settlement-type financial center with the internalization of the RMB as the center. Hainan's offshore financial innovation must follow the four legal guarantee principles of maintaining financial order and stability, appropriate supervision and innovation supervision, paying attention to the protection of financial consumer interests, and strengthening transnational regulatory cooperation and coordination.
