Two schemes were generally available for this plan: the first was to launch the forced remonstrance to stress the reform of the late Qing Dynasty, and the forced remonstrance would be implemented if the goal of which was not reached. After the launch of Luanzhou forced remonstrance, the post of Cabinet Prime Minister was acquired by Yuan Shikai, then Wu Luzhen got in touch with Zhang Shaozeng to lead troops to Beijing, and related plans have been upgraded since. Since Zaitao suddenly wanted to give up his coup plan, the military leadership of Zhang and Wu were removed on November 6 by the Qing Dynasty, and the decision of forced remonstrance was finally made. However, Wu Luzhen was immediately assassinated on November 7 morning.
