The rapid development of smart weapons has brought about a fundamental challenge to the judgment of the legitimacy of traditional military operations while promoting military changes. Embedding humanitarian-related ethical codes within smart weapons has become a possible ethical attempt. Through the algorithm written by codes, the internationally accepted rules of armed conflicts are digitized into logical instructions, so that the humanitarian norms advocated by human beings can be embedded in smart weapons, helping intelligent weapons be equipped with the ability of independent ethical choice and can be guarded like human soldiers to observe the norms of armed conflicts. From the perspective of the international law, the embedding of moral code provides a limited possibility for smart weapons to become legal weapons, but it cannot fundamentally ensure that the specific actions of smart weapons are necessarily legal.
