The dynamic movement and exchange of the information transform the social relationship into an interconnected web with multiple nodes, which enables the participation of the public, economic bodies, and administrative authorities in the crime control. The boundary between crime control and ordinary social governance is getting blurred, and the hierarchical structure of the former is gradually transformed into a horizontal nodal governance. With information capability as its kernel, the nodal governance calls for coordination in four aspects: cognition, technique, resources, and institutions.
