Using panel data of nine cities in the Pearl River Delta, this paper distinguishes state-owned and collective enterprises, private enterprises, foreign-funded and Hong Kong, Macao and Taiwan enterprises, using instrument variables estimation to identify the impact of environmental regulation on the agglomeration of industrial enterprises with different ownership. The results suggest that environmental regulation has different impacts on different types of industrial enterprises. Specifically, environmental regulation has a significantly negative effect on the agglomeration of state-owned and collective enterprises, but not on private enterprises, and foreign-funded and Hong Kong, Macao and Taiwan enterprises. The foreign direct investment (FDI) is a main way of environmental regulation for agglomeration.
