Regional environmental risk can be defined as a cluster of environmental risks caused by the interaction and multiplicity of diverse types of environmental risks. Environmental risks are related to different temporal and spatial contexts, and the object of regional environmental risk regulation has its unique characteristics so that legal regulations become the basic proper means of regional environmental risk management. The goal of regional environmental risk regulation is to prevent regional environmental risk, safeguard regional and national ecological security, and maintain regional environmental quality. The primary approaches of regional environmental risk regulations are to implement environmental space management and regional environmental collaborative governance. Complete systems of regional environmental risk regulation consist of regional environmental risk evaluation, regional environmental risk precaution, regional environmental risk emergency management, and regional environmental risk afterwards treatment.
