It is worth reflecting on participation in international maritime treaties, cognition of “building a maritime power” and intervention in maritime order during the China's rule of law concerning maritime industry. In a sense, the maritime order and the laws of the seas are within the same realm, but they have not developed hand-in-hand. The interpretation of the laws and regulations regarding maritime order may rely on the proper laws of the sea and customary laws, public and private rules of the sea and constitutional norms, and its core scope lies in the rational interpretation of the laws of the sea under the “order-rules” paradigm.
