The court has the power to review conflicts of laws and norms, which should be stipulated in laws, and we should create a perfect cooperation system among courts, People's Congress and others. The court has the power to check, review and select the right law from the conflicting legislations, which lies in the need of judicial adjudication, and has been affirmed by judicial interpretation of Supreme People's Court. The judicial examination is different from judicial review of western country. The people's congress and other authorities can help and make up for the deficiency of the court when the courts can't examine or do not do well. To be more specific, the court submits cases and then the congress examines them in the course of the hearing of the cases, and the congress examines them and then the court reviews them because of the parties' proposal review after the trial ends.
