However, at different stages of construction, the status and role of the three major responsibility parties will be different. With the deepening of the construction of ecological civilization, the government’s responsibility will change from administrative compulsion, legal construction and strict law enforcement to civilized advocacy and supervision services. Enterprises will change from being passive and reluctant to fulfill their social responsibilities to the stage of actively fulfilling environmental responsibilities, promoting green production methods, and constantly creating green brands. Social organizations and the public will change from being uninformed and indifferent to caring and actively participating, and will continue to be an active subject of the three major responsibility subjects.
