Prior to this, the war between Song and Jin and Pseudo-Qi regime continued, and the economy of Huaidong (淮东), Huaixi (淮西), Jingxi (京西), and Hubei (湖北) was totally destroyed. After the Shaoxing Peace Treaty, these four regions became the border area of the Southern Song Dynasty. And the court relied on a stable social environment to formulate preferential policies, such as tax reductions. And the court also encouraged northern immigrants and residents living in Jiangnan (江南) to reclaim wasteland at the Huainan Fourth Road (淮南四路). At the same time, the court promoted the Jingjie Law (经界法) in Jiangnan and other areas, and then sold the government-owned land on a large scale to provide a lot of money and materials for the development and governance of these border areas. It also stimulated Jiangnan local tyrants to go to Jiangbei (江北) for reclamation.
