This article takes China's provincial-level industry associations as the research object, and based on the analysis elements of structure, resource and behavior at the organizational level, which analyzes the impact on the policy participation effect of industry associations from three dimensions of sharing decision-making power, specialized knowledge, and state-society institutionalized interaction.
