These impacts transcend the logic of wealth distribution and the traditional thinking of bureaucratic management. They give new connotations to the political separation in a way that transcends the opposition between democracy and authority. To build a governance civilization that adapts to the risk society, we need to reexamine the idea, system and technology in the governance system in the sense of risk production, evolution and prevention. As a consequence of the reflexivity of modernization, the systematic effect of risk also promotes the cross-border growth of publicity, making development and security coexist, and promoting the evolution of governance idea with the relationship of “one body and two sides”. In order to realize the effective system supply under the overall security framework, we need to really build an integrated emergency management system that can respond to the needs of risk social governance quickly.
