A main mission with the enactment of the National Parks Law is to, through legislation, determines the major policies on the systemic reform of national parks by the Party and the country. Various fundamental and common issues which emerged from the pilot protected areas and national parks show that, without legally adjusting the establishment of a system and mechanism for national parks but solely relying on existing laws or local legislation, it would be difficult to change the entrenched social relations within national parks and to forge reform ideas about a protected areas system with national parks as main entities. While keeping in mind that the Central Committee of the Communist Party of China and the State Council clearly proposed a management system for national parks with integrated management rights, the enactment of the National Parks Law should break away from past prohibitions on legislative activities on the government system and its operating mechanism in the field of environmental and natural resources protection laws.
