Taking the Beijing-Tianjin-Hebei region and the Yangtze river delta region as samples, this paper discusses the network structure characteristics and influencing factors in the “normal” public health governance of urban agglomerations by means of SNA and QAP method. The results show that: 1) The network of inter-government collaboration for public health governance in urban agglomerations is underdeveloped; 2) It presents a two-tier structure driven by a vertical mechanism; 3) Geographic proximity, differences in economic development levels, and administrative levels Differences, etc. have a significant impact on the establishment of collaborative relationships; 4) The dynamic combination of superior authority and relationship networks affects the choice of collaboration mechanism; 5) Regional development strategies and existing cooperative organization networks shape the network structure.
