Community governance needs to be changed from normal to wartime state, and an effective epidemic prevention and control system has been established. On the basis of governance community of streets and neighborhood committees, community epidemic prevention and control system was established with the centralization of governance forces, the singleness of governance tasks and the movement of governance mechanism. The community epidemic prevention and control mechanism has two characteristics: one is that the community is the Department responsible for epidemic prevention and control, which undertakes a lot of residual affairs; the other is that the community epidemic prevention and control has distinct mobilization characteristics, which is affected by the administrative system mobilization and the main body of social mobilization. The lessons we can draw from the epidemic prevention and control is that the core of community construction is to enhance the governance ability, and to mobilize and organize the masses.
