As a digital health assessment certificate, the “health code” effectively promotes the movement of people and the resumption of production, but at the same time, it is faced with doubts about judgment errors, inability of communication, strengthening government monitoring, blurring the boundaries between government and enterprises, and violating citizens' privacy. Based on the paradigm shift of “private governance, government management, and public governance” in data governance, the effectiveness and legitimacy of health codes are reviewed, and mechanisms for government, public, and corporate multi-agent participation in governance are established.
