This paper discusses the practical logic and generating mechanism of the “new medical reform” in China by constructing the basic framework of stock and incremental medical reform and taking the Medical Reform of Sanming City and Xiamen City as examples. The Stock medical reform and the incremental medical reform can well summarize the diversified practice of the medical reforms throughout the country, and reveal the deep structure and theoretical innovation behind them. The different emphasis on the stock medical reform and the incremental medical reform reflects the complexity of the China's medical reform and the differences of local conditions.
