Through the content analysis and social network analysis of 131 SMEs supportive policy diffusion during the outbreak of COVID-19, this paper reveals the heterogeneity logic of local government's policy response behavior under the leadership of the spirit of the central document. Specifically, the policy response process has experienced three stages of top-level design, gradual promotion, and smooth practice. The relevant policies interaction between the central and local governments are characterized by top-down diffusion and cross-hierarchy diffusion, and both of them show the value orientations of financial supporting as the main line, fiscal policy as the starting point, and government services as the guarantee. The interaction among local governments are characterized by an S-shaped distribution on diffusion time and also by extensive diffusion power sources.
