Based on the perspective of cultural transformation theory, taking the cultural construction innovation demonstration project of the Community L in the City N as an example, this paper investigates the practical logic of the reconstruction of rural community cultural governance system under the strategy of cultural power. The imbalance of cultural supply and demand structure of grass-roots communities caused by “sending culture” and “planting culture” is the endogenous motivation for the transformation of cultural governance. The Community L creates a new social public cultural space by actively carrying out the construction of cultural positions, and innovates the social synergy mechanism of cultural creation by vigorously cultivating cultural voluntary services. By orderly guiding multi-dimensional subject co-governance, we can realize the co-construction and sharing mechanism of community culture construction. Therefore, from the triple logic of the main body, rules and efficiency of the grass-roots community cultural governance system and the practical experience of the Community L's cultural construction innovation demonstration project, the reconstruction of the grass-roots cultural governance system must stimulate farmers' main consciousness and endogenous power, enhance the mechanism of “sending culture” to “planting culture”, and then to the combination of the two, we must also strengthen government overall planning and administrative planning on improving the grass-roots public cultural service system.
