Getting rid of “plate” perspective and using the “department law” thinking, the leading regulations is dedicated to adjusting the external party leading relationship, including activities, subjects, responsibilities and guarantees of leadership. Therefore, it not only refers to the single leading regulations in the “1 plus 4” framework, but also includes the leading norms in the Party Constitution and other three plates of “1 plus 4” framework. The corresponding department is the Party building regulations that promotes the party building relationship. Both the party building relationship and the external party leading relationship are inseparable from the inner party leading relationship adjusted by the Party Constitution and related regulations. In order to implement the CPC leadership principles in the Constitution, state laws provide norms for Party leadership, and social norms are further refined. All of the Party leading norms constitute the Party leading laws system.
