The basic strategies to improve the inner-party laws and regulations system are to practice the mature standards of the inner-party laws and regulations system, improve the quality of the whole life cycle of the inner-party laws and regulations system, maintain the unified authority of the inner-party laws and regulations system, and form the pattern of party rules and state laws acting in opposition. Creating a strong atmosphere of sociological rules, continuously strengthening the publicity of party rules, and implementing the responsibility system of implementation are the main mechanisms to activate the rules of text to the rules of action.
