Adhering to the fundamental political direction of self-reform, refining the sharp ideological weapons of self-reform, fighting in the hard and lasting battle of self-reform, and forging a cadre team with great determination of self-reform cannot do without the guarantee of the systems and regulations. The report of the 20th National Congress of the CPC put forward the important proposition of “improving the systems and regulations of CPC's self-reform”, and clarified the fundamental adherence and internal structure of the system. To improve the system, we must take the leadership of the CPC as the fundamental guarantee, the Party Constitution as the foundation, and democratic centralism as the core. We must consciously integrate the spirit of self-reform into the construction of the systems and regulations of self-reform, and strive to build two systems—the system of internal party regulations with self-reform as the logical starting point, and the system of unified leadership of the Party, comprehensive coverage, authoritative and efficient supervision.
