The adoption of unified family insurance for social health insurance is not only theoretically supported by risk management theory, Marginal Utility theory, and family policy theory, but also has successful experience, such as the German model and Taiwan model of China in practice. The long-term “De-familization” reform of China's basic medical insurance has brought many problems. Although the current reform that individual accounts can be used for family co-payment has some progressive significance, it can only be regarded as a quantitative reform to “get back the family”. To achieve the dialectical unity of solving short-term problems and reaching long-term goals, a systematic reform can be carried out by taking urban employees' family joint insurance as a breakthrough.
