With the increasing mobility between urban and rural areas, there gradually exists a structural dilemma of hollowing out, empty-nest and aging in the rural society. And the village community where the villagers are unwilling to participate in public affairs and collective activities, faces dissolution. Rural cultural governance starts from the level of public culture, gives play to the public governance value and function of public culture, and realizes the governance goal of gathering people's hearts, changing customs and new styles of civilization. Based on the theoretical analysis of the concept of publicity, this paper proposes an analytical framework for the construction of publicity in rural cultural governance. The public construction of rural cultural governance is mainly carried out from the dimensions of emotional construction, relationship construction and action construction, which is mainly to cultivate public spirit, expand public space and clarify public rules. Among them, the public spirit is the value identification of rural public culture, the public space is the carrier form of rural public culture, and the public rules are the internal standard system of rural public culture. On the one hand, the public construction of rural cultural governance is to rebuild the correlation, expand the carrier and standardize the logic of behavior. On the one hand, it is to create collective consciousness, promote the social participation of villagers, and rebuild the social connection of villagers. The second is to expand the places for villagers' to interact with each other, enhance villagers' public communication, and rebuild a new type of village community. The third is to standardize the villagers' daily behavior pattern through the public culture's ruling power. On the other hand, the rural cultural governance is based on the content form of public culture reconstruction of rural governance, and the construction of rural public governance mechanism, including the relational reconstruction of governance community, the digital space of governance content and the flexible embedding of governance methods, so as to realize the public construction path of rural cultural governance. Through the research on the publicity construction of rural cultural governance, this paper explores the governance role of rural public culture in creating collective consciousness, promoting public communication, standardizing behavior patterns, etc., and reshapes rural publicity.
