But the use of personal data inevitably disrupts existing institutional arrangements and poses a risk of harm to society. The institutional adjustments and strict risk regulations made for the use of personal data do not effectively solve the problem, but breed new dysfunction, risk and damage. Therefore, the development of digital society and economy needs to go beyond the precautionary principle and make an efficient overall institutional arrangement. This requires the use of cost-benefit analysis to take derivative damage into account in order to make a comprehensively tradeoff between the impact of risk regulation and economic development.
