Currently, realizing the synergistic effect of pollution reduction and carbon reduction has become an important lever for promoting the comprehensive green transformation of economic and social development, as well as an inevitable choice for the comprehensive green transformation of China in the new stage of high quality development. Based on this, this paper focuses on the relevant requirements of promoting pollution reduction, carbon reduction and their collaborative efficiency during the “14th Five-Year Plan” period. From the perspective of the impacts on residents' welfare, this paper attempts to analyze the mechanism of different policy measures on residents' welfare from a theoretical perspective by considering the classification of environmental governance tools. And, this paper also explores the differences in the impacts of various measures on residents' welfare, as well as the policy combination and implementation path suitable for China's coordinated governance of pollution reduction and carbon reduction empirically. We divide the regulations into three types: punishment, encouragement and pilot command. Based on the economic theories, it is concluded that the policies affect residents' welfare through their respective effects on technological progress, factor allocation, and capitalization paths.Besides, this paper introduces regulation factor into three-department equilibrium model, and analyzes the impacts of regulation selection on welfare by empirical studies. The impacts of China's pollution reduction, carbon reduction tools and their combination policies on residents' happiness are explored, by using the China Family Panel Studies (CFPS) data. The main conclusions obtained are as follows: Firstly, among the current policies in China, both encouragement and punishment pollution reduction policies can affect residents' welfare, but their directions of action are different. The former one has a negative impact on residents' happiness, while the latter one enhances residents' happiness. Secondly, the combination of encouragement pollution reduction policy and pilot carbon reduction policy can enhance residents' happiness. Thirdly, green technology innovations can improve residents' happiness. Finally, the imbalance in the structure of production factors leads to a decrease in residents' happiness. The impacts of capital on residents' happiness is positive, while an increase in the proportion of labor force leads to an increase in regional employment pressure. Therefore, in the process of reducing pollution reduction and carbon emission, it is also necessary to optimize the structure of industries and factors, and reduce the negative impacts on social welfare.
