As a core manifestation of financial new quality productive forces, banks' digital transformation plays a pivotal role in promoting high-quality financial development. However, few studies carry out systematic theoretical exploration of developing new quality productive forces “tailored to the financial context”, and the mechanisms through which digital transformation enhances banks' proactive risk-taking capability in the framework of financial new quality productive forces remain understudied and warrant in-depth investigation.This study constructs a theoretical framework for financial new quality productive forces, dissecting its “novel” and “qualitative” attributes. It posits that financial new quality productive forces refer to productive forces centered on new production factors (e.g., data), anchored in new business models (e.g., fintech-enabled services), and oriented toward new industrial formats (e.g., digital finance ecosystems), characterized by high quality, premium performance, and efficient productivity. Using panel data from listed banks in China from 2010 to 2021, this study conducts theoretical and empirical analyses to examine whether banks' digital transformation achieves “quality improvement through novel drivers” and explores its impact mechanisms on proactive risk-taking in this framework. The findings reveal that digital transformation, an essential pathway for developing financial new quality productive forces, enhances proactive risk-taking by expanding human capital scale (new production factors), reducing operational costs (new business models), and fostering industrial competition (new industrial formats), thereby realizing the “novelty-driven quality improvement” hypothesis. Additionally, our analysis of governmental economic regulation uncovers synergistic effects between digital transformation and market liberalization. As financial regulatory intensity increases, the impact of digital transformation on proactive risk-taking evolves in a phased manner: prioritizing speed enhancement initially, followed by structural and scale optimization. Conversely, with strengthened support for innovation and technology, the effect trajectory shifts to first optimizing structural and scale dimensions before accelerating risk-taking momentum.This study makes the following contributions. First, it extends the concept of new quality productive forces to the financial domain, clarifying the relation between digital transformation and financial new quality productive forces and enriching its theoretical underpinnings. Second, by examining transmission pathways through the three dimensions of new production factors, business models, and industrial formats, and characterizing proactive risk-taking across structural, scale, and velocity dimensions, it provides a holistic framework for identifying risk-taking behaviors in the context of digital transformation, thereby unraveling their intricate mechanisms.
